HIRED Provides Pivotal Support for Wage Subsidy Bill
When Senator Franken’s team was looking for assistance in drafting a wage subsidy bill, they immediately reached out to HIRED for industry insight. With more than 40 years of experience in developing and operating employment programs, HIRED was in an ideal position to help with a bill that would put Minnesotans back to work in the most efficient, cost-effective way possible.
The result is the S.E.E.D. (Strengthening our Economy through Employment and Development) Act, based on a successful model used in Minnesota in the 1980s which put 7,400 workers back to work in its first six months of implementation. The S.E.E.D. Act will reallocate $10 billion from the Troubled Asset Relief Program (TARP) to fund a Public-Private Partnership Job Creation Wage Subsidy and Green Public Jobs program – creating up to 500,000 jobs.
The wage subsidy provisions have the potential to allow businesses and organizations to hire new workers, at a 50% subsidy for up to a year – increasing tax revenue and decreasing the burden on social benefit programs. HIRED Executive Director Jane Samargia said, “This bill could have twice the positive impact because it helps businesses grow their workforce and it promotes energy efficiency through public building retrofits. We worked with over 10,000 unemployed people last year and know how desperately these new jobs are needed. It’s legislation that everyone can support.”
